Instructions
1. Prepare the Beef Mixture
Start by cooking the ground beef in a skillet over medium heat. Break the beef into small crumbles as it cooks to ensure even browning. Once the beef is fully cooked (no pink remains), drain any excess fat. Add the salt, black pepper, garlic powder, and onion powder to the beef, stirring well to coat evenly. Mix in the ketchup and mustard, and let the mixture cook for an additional 2 minutes to develop the flavors. Set aside to cool slightly.
2. Add Cheese to the Filling
